Vista can't connect to Win2k3 L2TP VPN server

I have a Windows 2003 VPN server with RRAS (PPTP and L2TP).

WinXP clients and connect perfectly with both protocols. Vista however can
connect via PPTP, but it can't connect with L2TP.

Has anyone run into this issue? I've been trying to figure this thing out
for a while now and its driving me bonkers. There is no firewall on the VPN
server, nothing blocking the traffic that i can see. What gets me is that
L2TP works perfectly fine with WinXP.

Traced the packets and this is where it gets hung up.

16:51:46.044917 <host_computer>.1701 > <vpn_server>.1701:
l2tp:[TLS](0/0)Ns=0,Nr=0 *MSGTYPE(SCCRQ) *PROTO_VER(1.0) *FRAMING_CAP(S)

I too am having some similar problems. I do have several vista clients that
are working fine. One of my clients is not sending the udp 1701. I can
connect PPTP, but by default, I block this protocol.

I have tried deleting the connection and recreating. Turned off windows
firewall. Added udp 1701 to windows firewall. Ahd ran these commands:
Netcfg –u MS_PPTP
Netcfg –u MS_L2TP
Netcfg -l %windir%\inf\netrast.inf –c p –i MS_PPTP
Netcfg –l %windir%\inf\netrast.inf –c p –i MS_L2TP

Nothing has worked. It appears it is just not passig 1701. Any suggestions?
