Is it possible to have a virtual IP address that is able to float between two
two physical servers? 3'rd party tools like http://www.doubletake.com/ can
provide this functionality but it seems to cost too much to implement such a
solution... any ideas or suggestions would be greatly appreciated

Thanks

Hello,

You can use Microsoft NLB, it's free with all editions of 2003.

Network Load Balancing Technical Overview

NLB is not a active/passive mode. So you may need a third party software or
use MSCS, but this appears excessive up to now for your needs.

We use Safekit from Evidian to achieve our active/passive mode for
application servers.
