Has anyone seen this issue or have any idea of how to correct it?

Redhat Linux 6.0 Remote Workstations
When first installed, the remote workstations login fine to the server
using either TELNET or SSH. No delays in getting a login prompt from
the Server at all... After a period of time however the workstation
appears to hang with the 'Trying 192.168.x.x...' message for anywhere
from 5mins to an hour or more before finally giving the 'LOGIN:'
prompt. It never times out...! Just the VERY long delay. Changing the
ip address of the workstation resolves the issue for a time but again
the problem will return. This is not a DNS or HOSTS file issue...
I also have a WIN98 workstation on the same remote network and never
have this issue. Only the Linux workstations are affected.
The WAN is a typical VPN with aDSL at the remotes and bonded T1s at the
head-end. It is hard for me to believe that the problem would lie with
the VPN as I have no problems with WIN98 telnet across it.
Any help would be greatly appreciated... I have 48 locations that are
affected so this problem is really driving me nuts!!!
