Utility to limit upload/download per IP

Hi,

I need a tool which will allow me to see the total amount of data sent
to/received by IPs on a specific subnet. Clients connect to my server and I
want to be able to limit the amount of data sent/received by each client.
This is a daily quota which mustn't be exceeded. I can't find a bandwidth
limiter which allows me to set the limit per IP. Many tools can set the
limit for one PC though but that's not what I'm after.
If I could get my hands on a utility which can generate a log showing
sent/received amount of data (for a subnet) on an hourly basis then I could
create a script which notifies me in case the limit is exceeded but I
haven't been able to find such a tool either. The ones I've found can either
only export once a day or the log is in a binary format...
