Using Win98 System Policy on W2K3 Server

I am trying to run Win98 systems policy using poledit on
W2k3 server. A separate policy has been created for the
administrator of the network and this works perfectly.
The default user policy will not respond to the desktop
wallpaper setting although it does respond to the colour
scheme. A further group setting has been established and
this behaves similarly.
The policy is used in a school environment where
typically the users are presented with 'blank' desktops
and all the usual controls disabled but there is a wish
to show a logo on the desktop and to be able to
differentiate between staff and pupil screens.
Dsclient is running on all Win98 PCs.
Can anyone help?
