This is a common problem with shared DSL connections that use PPP Over
Ethernet (PPPoE). Here's a possible fix:
1. Find the right MTU setting on the XP computer, as shown here:
http://www.annoyances.org/exec/show/article04-107
2. Make the MTU setting manually on XP, or use DrTCP to make it:

If possible, I recommend using XP as the ICS host and Win98 as the
client. XP's version of ICS is much more reliable, and it doesn't
have the MTU problem if you've installed XP Service Pack 1 or Service
Pack 2.
