I have a small windows 2003 network, sometimes clients come in and purly just
want to use the internet i have a wirless access point plugged into the
network. Is there a way they can access just the internet if so how?

You can IAS to authenticate your wireless users, but it can't control where
those users can go. You'll need something bigger and better, like Funk,
Cisco ACS, or policy routing.

For the wireless access point - use a different IP scheme to hand out, but
use your external DNS and gateway information.
