I get this issue though on a Win2k3 Enterprise (domain controller)
Except the users can usually click the offlicne rules icon in the system tray
then reconnect aftre running it. It happens at various time to various users
during the day.

Some are getting the Offline icon in the system tray at first login as well.
It takes them a couple of tries t sync then they can access network
resources.
This is been a ongoing issue for some time for me and research about this
condition isn't very easy to find on the internet it seems

Any insight to this would be greatly appreciated.

We had a similar issue. I found the Win2003 implementation of
"offline files" to be a bit flakey across muliple segments, at least
in our infrastructure. We turned off the Offline Files option and
haven't had a problem since. It also eliminates the syncing that must
be performed when a user logs on or off the network. Offline files
can be turned off within the GPO.

Which section of the GPO did you turn off?
