User Rights Delegation

Please Help!

I need to give one of our technicians enough rights to do
the following tasks and need some assistance:

1. Add PC to Domain
2. Manage PC remotely (Right click My Computer > Manage >
Connect to another computer) and then add users to the
local admin group etc
3. Stop and Start services.

Any help would be greatly appreciated.
