user permissions

I have some users in my network i'd like to give them permission which they
can share the folders & files and install programs . from where and how can
I do that?

More explination would be more helpful, your current domain envirnoument,
groups, OUs, etc......

If you are using typical domain configs. follow the microsoft schema for
giving permissions for users. (UGDLP), put the users in which you want to
give simillar permissions into global groups, then put them into domain local
groups to be able to give these DL groups permissions, the give these groups
the desired permissions.

BTW, in MS its AGDLP, he A refers to Account, in my post i said, U and it
refers to user account.
G: global group
DL: domain local
P: Permission

but I don't have any information about schema. Is there another way for
example GPO?
our server is windows2003 standard and I want to give permissin to some of
domain users.
