I have 2 computers up - 1 is the current DC - named DCS1
the 2nd is going to be our new DC - DC..

I need to migrate all users out, including their passwords to the new
domain.. Is this possible?

If you create a new DC in the existing domain, it will have that information
in it already. Make sure you wait til replication is complete before
disconnecting/dcpromoing the old DC...and transfer the FSMO roles to the new
one first, as well.

How do you transfer the FSMO roles?

I dont recall..

Also, if I bring it up and it replicates, how will i know when it is
completed?

Is this all i need to do? then run dcpromo on the current DC that i want to
take off to uninstall AD?

You can force replication in AD sites and services.
