user logon not authenticating to local DC

Background: Windows 2003, Active Directory (AD), WinXP/2000 client PC's, two
sites (NewYork and LosAngeles), each site has two domain controllers (DC) to
handle logon authentication.

Problem: occasionally users (in either site) will sometimes authenticate to
the non-local DC, ie- users in NewYork site are authenticating through
LosAngeles. When this happens it will take ~15 mins for the user to logon.

Can anybody please offer me some direction as to what I should be looking at
to fix, either on the server or the client? Thank you. I greatly
appreciate it.

If you want to localize autentication traffic you should create appropriate
IP Subnet objects in Active Directory Sites and Services for each site.
