user cant control his share

I have a user whom I gave full control to of his user subdirectory under our
users share. Yet whenever he tries to setup his acls /permissions on that
folder the options are greyed out on his screen. I made him owner and he
has full control, Whatelse can be done??? Something is wrong if the owner
cant manipulate.
