how can I give an ordinary user account permissions to connect to a
wireless network using the build in wireless zero configuration
service?
as a user account does not have permissions to open up the network
folder he or she cannot connect to any wireless network at all

You can push wireless settings to the client computer using Group Policy,
and then configure IAS as a RADIUS server to grant wireless access to a
user group that you create in Active Directory.

The following whitepapers provide information on how to do this:

thnx but this requires AD and the corporate network environment
my question was how to grant a user account access to the network
config
meaning also in hotels or arline halls or whatever...

Ah, OK. If you do not have the need to charge the user and create a user
account for them (which is a more complex scenario) you can grant
unauthenticated access. Obviously this is not a secure network, but if you
deploy a secure wireless network it gets more complicated.

I'm not sure what you mean when you say users can't connect to wireless
networks -- I roam with my laptop and if there is a non-secured network
available I can connect to it without any problems. Windows XP will even
prompt users that a wireless network is available and give them the option
of connecting to the network, no special permissions are needed on the
client to do this.

if I log on with a local user account (not a power user or
adminstrator) I cannot goto the properties of any network connection
therefore this user cannot connect to any wireless network using the
builtin wireless zero configuration
it is windows 2000 we are talking about here so no pop ups
