how do i disable usb legacy support inwindows 98 2nd

You don't. This is an option in the BIOS (hardware) configuration options
for your PC, if present. Not all PCs have it. Check your motherboard or
system reference manual for details on how to get into BIOS setup and where
to change the setting if present.
