URGENT: Preventing downloads query

Hi all

Could someone tell me how I prevent users downloading files on IE 6?

Let me explain...(be warned....its a bit tough)

Say a pupil visits a site and sees a game to download. He clicks on it and
the link
opens a window with the option to Open or Save As (we all know the process).
Even if he can't choose Save As, by Opening it, he still downloads the
file/game
and can still install it (policies in place but is still an issue
nonetheless) thus causing more
problems for me and causing a security risk.

I guess what I'm asking is this....how do I prevent the Open... Save As...
window appearing?

Is there some way I can utilise the policy (NT 4 domain unfortunately - this
is the prob no doubt)
to restrict certain usergroups/users from having this window appear and
prevent
the client PC's (win98se) from getting full of junk downloads, games, etc.?

To clarify on what the system is:
- Server = NT 4 Server
- Workstations/Clients = Win98SE (few Win 95 - not many anymore, plus a
handful of XP clients)
- Policy style is using the System Policy Editor - custom templates used
(combination of the default
ones with some further customisation) one for pre-2k, one for 2k & xp

Please can someone help. I'm at my wits end with it all.

A new system is a good while away and I so desperately need the upper hand.

My suggestion would be to investigate the IE Admin Kit and see if you think
that will help.

Go to www.winguides.com and search for the tweak to prevent file
download in IE. It's easy and do-able.

Thanks for the reply.

Unfortunately, that wouldn't be a setting per user. I need to have it so I
(the Administrator) can download from
IE but no other user can. Setting it in a build in IEAK would either allow
or deny all users to download.

Thanks though.

Any other suggestions?
