If only it was 10GB/s! I doubt NTL has even half that capacity in the whole
of its network

If you stick with NTL they will upgrade you to
10Mb/512Kb/s early next year. They are connecting new customers at 10Mb and
have started upgrading the 3Mb customers. When the 3Mb customers are
upgraded they will begin upgrading the rest. As far as I know all tiers
offered by NTL will be 10Mb and the amount you pay is based upoun the amount
you want to download.
