Upgrading JUST USB on Win 98 to Win 98 SE's...

I have a W98 laptop that is not playing well w/ a wifi USB adapter.

Is it possible / advisable to use a Win 98 SE disc to upgrade just the
USB to the improved USB available on W98 SE (in other words, I'd just
use the right CABS in the SE disc to be the source of the driver
upgrade).

No, you should upgrade win98 to win98SE if you want improved usb support.
