upgrade 98 machine to 2k appears to have admin over network

I have 1 machine that was upgrade from win 98 to 2 k, No matter what rights i take away from the user it appears who ever logs on toi this machine it gives them admin rights to the entire network... Also I am having problems connecting win 9x and nt machines to the domain
