UNwanted VPN and network

I recenttly discovered that my PC is being networked and I can't find the domain name. But whoever it is they have a VPN and have been all over my registry. They basically are controlling my home PC . For example they made explorer my default and called Microsoft to set me up as a child account. Consequently I have no privacy and some moron is monitoring my every move and keeping info on me and my family. i do not waqnt a networked computer. But I cant get get rid of this person and I dont know who they are. I did manage to get the phone number for their server. I am contemplating filing a police complain. This is absurd ..............Can you help................

Windows 98 cannot serve as a VPN host. What you describe is, frankly,
impossible. What I consider to be the real cause of your problems is that
you have downloaded some sort of trojan or backdoor program onto your PC and
that's why someone has control over your system.

What type of antivirus protection are you currently using?
