Unlock Cingular

I am planning to buy a T61 Lenovo notebook with WAN.
However computer cames tied up to Cingular.
I am a frequest traveller and would like to have local SIM cards for each
place I go.
Therefore I need to unlock Cingular wireless provider, so that I am free to
use any SIM card.
I know that Sony offers such facilities.
I am trying to talk with Lenovo but unfortunatelly, nobody cares.
Any suggestion as to how to unlock Cingular
