unanswered 2003 server ras issue

I have Windows 2003 server set up using RAS with a single USR external
modem.
All is fine I have about 20 users dialling in form time to time.
The problem I have is, if for any reason one of the users does not connect
I have to re tick the modem to use in the ras configuration.
What seems to be happening is, if a failure occurs it unticks the modem to
use which is a bit strange and very annoying.
This normally happens over the weekend when no support is available.

It's probably a modem problem rather than the OS. We had this problem with
modems on a Unix dialup server. Every now and then one would just refuse to
answer and needed resetting.

We have tried several modems to test this but they all do the same so I
ruled this theory out.
Any other ideas appreciated.
