Unable to telnet to smtp server on port 25

ServerA netstat -a reports it is listening on port 25
ServerB is on the same physical segment as ServerA and shares the same IP
subnet as ServerA - there is no router or firewall of any kind between these
two systems.
ServerB can ping ServerA by name and by address
Whenever I try......telnet ServerA 25.........from ServerB I get....Could
not open connection to the host, on port 25: Connect failed
Can anyone give me some direction to diagnose this further?

Maybe:
1. Windows Firewall (or similar firewall) is in the way
or
2. The SMTP Service is not running

Or there are IP address restrictions on the SMTP server.
