Unable to set Static IP

I'm using Windows 98 (not SE) with a 3Com Etherlink XL TPO (3C900B-TPO) NIC.
I've removed Networking and reinstalled it. When I access the TPC/IP
protocol and attempt to pick a static IP, it won't let me type any numbers
into the address boxes. The card will still pick up DHCP fine and I can also
type the numbers in while in safe mode. Anything I set in safe mode does not
carry over.

Anyone have any ideas? I'm thinking registry permissions, but I've no idea
where to look.

The problem might have nothing to do with networking. Download and
install the latest Windows 98 drivers for your video card. If you've
changed the windows display fonts or other options, change back to the
default display options.
