Unable to select a static IP address - Bizarre problem

This is a recent problem

Selecting network TCP/IP properties for my ehternet adapter. Selecting
the address tab, I am no longer able to type in an address or subnet
mask when the static radio button is selected. Could this really be a
registry problem, since it appears to be the interface that's not
playing the game?

That could be a display problem. Possible causes are bad video
drivers or selecting non-default Windows display fonts.
