Unable to Ping External NIC

I have a Windows 2003 server with 2 NIC's, Internal & External. The
External NIC is connect to a Cisco PIX 515E and then to a dlink router. The
internal is connect to the local LAN.

I am able to go out to the internet with no problems and VPN and connect to
other sites, but I cannot get access to the external NIC. I can connect to
the cisco PIX and be granted access to the External NIC's network without
any problems

I setup a HUB in between the cisco PIX and the NIC and placed my laptop on
the network. I can ping the Cisco but not the External NIC, which would
explain why I am unable to get onto the server. I rebooted the server and
left a ping running on the external NIC which start to receive packets back.
Once the sign is displayed, the ping stops receiving and ttimeout occurs.

I am unable to trace what this problem is. I would be most grateful if
anyone can shed any light as to what it may be. Below is a ipconfig /all

I am not sure this issue, but since you have two NICs on the server, have you enable the NAT? If yes, check the NAT settings or filter.

It looks like you have Windows firewall turn on the external NIC.
Windows firewall is block ICMP incoming echo request.
