unable to make change to document across network

We have a WIN98SE based P4 that has decided it will not
let anyone "save as" or "rename" any MS Office doc or XLS
or PNG file. It WILL allow free access to any WORDPAD or
Notepad file though including resave, rename, etc.

This is actually the second machine I have seen this
happen with.
