Unable to log in from DOS client after adding new Win2k Server

We have added a new Win2K server and promoted it to an additional ADS
domain controller and ever since cannot log into to the domain with
DOS client. Getting "Error 5: Access has been denied" error message.
Shutting down the new server solves the issue. I am guessing there is
something in the Security Policy that prevents access from older
client, but should not the domain controllers share the sec. policy?
In any case, anyone know what is the right setting to look for?
