unable to install modem drivers

when trying to install my Toshiba canle modem (PCX2500)
it asks me to insert the win98SE cd, but it says it can't
find the file it is looking for (dhcpcsvc.dll) I get a
similar error when trying to install other drivers, tho i
think the file name may be different. I am useing a
Windows 98 Second Edition OEM cd from an old DELL and
installing it onto the same DELL, so i dont see why there
would be a problem...if anyone has a solution, or could
grab the dhcpcsvc.dll form their CD or hard drive, i
would much appreciate it. Here is the exact errors i get

THe file 'dhcpcsvc.dll' on Windows 98 Second Edition CD-
ROM cannot be found.

Insert Winodws 98 Second Edition CD-ROM in the selected
drive, and click OK

(after canceling out of it because it can't find the file
i get)

Toshiba Cable Modem PCX2500

Windows encountered an error while trying to install the
driver for this device.

Error code: 137

When the installation program prompts you for the
location of your driver file then you should respond
by typing something like d:\Win98.

Alternatively you can extract the file you're after by
manual means. It's located in \win98\net7.cab on your
Win98 CD. You can extract it like so:

- Start a DOS Prompt
- Type this command:
extract d:\win98\net7.cab dhcpcsvc.dll
