Unable to connect to win2003 server on tcp/ip

I have windows 2003 server running IIS.
I am able to connect to web sites, shared drives, printers, etc on the
server but when I install any other software that uses any other TCP/IP
ports I can not connect to them.
Any ideas why?

Check your firewall/proxy to see what outbound traffic is being permitted?
