Never, never, ever install all that stuff on a server that already isn't
working right in the first place. It may be nearly impossible to figure it
out by now.
Even if the machine browsed the Internet just fine, once ISA is installed
the machine cannot browse the Internet until the browser is configured as an
ISA Client. This also requires that the currently logged on user have the
proper permissions to browse the Net via ISA's Site & Content Rules and
Protocol Rules. But since the machines wasn't acting right even before ISA
was installed, I doubt I could ever sort it out at this point.
