unable to connect srv 2003 to internet

I've a win 2003 srv Enterprise Edition and i want connect it for automatic
update and in some case for browse to internet, it has a usb isdn modem
connect to it. Since from the first installation the server connect to
internet but doesn't receive data, i can't browse. Now i have finish to
install isa server, exchange, sql ... and all go fine. All client can
connect to internet and use all service. But the problem is the same, the
server doesn't browse, how if is configurated to doesn't use any connection
mode (i've config in direct or pass with the isa server install in it). How
if it can't route to isdn (only it, because all client that pass for it go
fine). DNS is ok and return correct address. To local web connect without
problem. I think to high protection security of Internet Explorer but i've
setup internet to middle level and some site name. But i can't browse to
internet with the server. What i must config for resolve it?

Never, never, ever install all that stuff on a server that already isn't
working right in the first place. It may be nearly impossible to figure it
out by now.

Even if the machine browsed the Internet just fine, once ISA is installed
the machine cannot browse the Internet until the browser is configured as an
ISA Client. This also requires that the currently logged on user have the
proper permissions to browse the Net via ISA's Site & Content Rules and
Protocol Rules. But since the machines wasn't acting right even before ISA
was installed, I doubt I could ever sort it out at this point.
