Unable to Browse Network

I'm running a win 2003 server , with exchange server, controlling 30 desktops
running win98 and 12 laptops running XP pro. The problem is whenever i try to
browse the network through My network places I get the following message.. "
TheRedway(my workgroup) is not accessable. You might not have permission to
use this network resource. Contact the administrator of this server to find
out if you have access permissions" Also in a command prompt after typing
"net view" I get the following, "The list of servers for this workgroup is
currently not available". If I use WSPing to scan the network I'm able to see
the list of PC's available! Apart from this the network is running fine, this
is just a little niggle and very frustrating trying to find the solution. One
of the reasons for needing to browse the network is for adding our anti-virus
(Sophos) software to new installations, this needs network browsing to be
able to complete any additions to the network.

Since Exchange requires Active Directory,..which requires a Domain, you
therefore have a Domain instead of a Workgroup. Join all the machines to the
Domain,...have user accounts on the Domain to use and log in using those
accounts.

Win98 cannot join a domain, but it can log into the Domain. However Win98
requires WINS to function dependably on a 2003 or 2003 Domain.

Thanks for replying. Sorry I was using the wrong terminology, we do have a
domain and use active directories.
