Unable to Add Domain Users to Shares in Windows 2003

I have a network with a Windows 2000 Domain Controller.
We have just purchased a Windows 2003 server to act as a
stand alone accounting server. After adding the Windows
2003 Server to the Windows 2000 Domain, I am unable to add
Domain Users and Groups to shares and NTFS security on the
Windows 2003 Server. What is causing this and how can
this be fixed? Same thing occurs when trying to share
folders from a Widnows XP Pro workstation.
