Unable to access WEB Server

I have a new install of Win2003 Advance Server with SP1 installed.
Set as a Domain Controler
Using a fixed IP address
Running SQL 2000
WSS
SMTP email server (one account)

I am unable to access the server from the internet.
I cannot ping the server from outside the subnet.
I cannot access it from PC Anywhere from outside the subnet.
I cannot access a website on the server.

I can do the following from the server:
Surf the net.
Ping other servers

I an do the following from within the Subnet:
Ping the server
Access it using PC Anywhere.
Access a site hosted on the server.

Troube shooting steps taken:

Checked to see if the Windows Firewall was statred by SP1. It wasn't.
Did a test and configured the firewall to allow interent traffic.
Problem remained.

Stopped the firewall.
Problem remained.

Changed the IP address to another static IP
Problem remained.

Default gateway? External firewall?

Thanks for the reply.
I will check the router gateway to verify that none of the settings have
changed.
And I will verify that the correct gateway is set.

This setup has been used for months without issue. Did a new install of
windows 2003 on one of the partitions and now I have this issue.

Two other servers currently running do not have this issue.
1 win 2000 server
1 SBS 2003 server
