Unable to access shared folders

I installed a new server and network in our building.
People are experiencing intermittent problems when trying
to access their shared folder. If they restart their
computer (not a total shutdown) this makes the folder
unaccessible. Once they shut down completely, it seems
to resolve the problem. What if anything can I do to
resolve this issue. This also happens to me.

What exactly happens when they try?
Are you using a domain?
Login scripts?

Yes, we are using a Domain. When they try, a message
says that the folder is not accessible and to check with
the Network Administrator. We are not using any login
scripts. Also, I can ping the server during this time.
I also can get to the email server, which uses the same
server and also online to the internet.

Once we totally shut down, then we are able to connect
fine. If we do a restart, then the problem still exists.
