Unable to access base management tool from Broadbank Network Util

The option under tools to access the Base Station Management Tool is grayed
out ?

I can however launch it from the browser using http://192.168.2.1/

What could be wrong ?

Also, even when all network PC's are shut down, my MN 700 modem light keeps
on flashing rapidly. I have a broadband modem and it's activity light
flashes much slower?

I have wireless shut down at the moment so I am sure there are no other
parties connected. Any ideas on this ?
