Most commonly, running a firewall on the computer
produces this. Check if the anti-virus also works as
firewall. You need either to configure it to trust the
LAN IP range (and allow NetBIOS traffic), or just disable
it.
The Windows built-in firewall (ICF) should also be turned
off (second tab on the properties dialog for the network
on Network Connections for XP).
