Is there a performance counter or command-line tool that will tell me
how many UDP packets Windows has dropped due to the application not be
able to process packets fast enough. In other words the buffer is are
filled and Windows is discarding them?

In Linux, the netstat -p -s command will tell you how many are dropped
in the receive buffer error line.

In Windows the netstat -sp udp will tell you receive errors, but my
experiments show that this number doesn't correspond to dropped
packets.

You might be able to capture this using Perfmon.

Could you be more specific about which performance counter? I've used
the one in the UDP/Datagrams received errors and reports the same
number as the netstat command.

to a full receive buffer. I can create a scenario where I know the OS
is dropping packets, but these counters do not change.
