I have two network adapters installed on a Windows Server 2003 platform. I
want to enable both cards, connect them to the same switch, operate them
using the same IP address in a load-balanced configuration. How is this
accomplished?

Assuming you want to do NIC teaming, it depends on the manufactory. This link is talking about HP NIC teaming,

Intel also makes a utility, ProSet I believe. As Bob said, it depends on your manufactor but it is doable. If you have a managed switch you might also have the ability to do LB with the switch.
