TTLS - AVPs

Can any body please tell me how TTLS authentication is performed? What
are the Attribute Value Pairs? How are they relevant in authenticating
a client to the server?

Also, how would the client verify the server's certificate? Why can't
a rogue server send a certificate to the client as a legitimate
server?
