TS License Server doesn't give out licenses

We have a network that has a Terminal Server on one box and a License Server
on another.
Both servers are Windows Server 2008 Enterprise x64.
We have 50 TS CAL's installed on the License Server.
The Terminal Server claims the License Server has no licenses to give.
We've tried changing the licensing from per seat to per device but that does
nothing.

Any help would be appreciated.
