This web page shows how to enable Windows Update:

However, that won't help. Upgrades from one version of Windows to
another aren't available through Windows Update.
Here are some possible solutions to the problem:
1. Find a Windows 98SE upgrade CD. One might be available at a used
computer shop, a computer swap meet, Internet auction site, etc.
2. Get a wireless network card that supports Windows 98, such as the
Microsoft MN520.
