It could be the name resolution issue. Make sure primary DNS and 2nd DNS servers point to each other as primary and themselves as secondary. This link may help.

I have one 2003 server and one 2000 server .
when I want to create a trust relationship it always shown PRC SERVER
UNAVAILABLE.
I check DNS. it's OK
and I use netdom to create a twoway relationship ,I can create the
trust but when i want to verify
same error happen
then use nltest to check in 2000 Server
nltest /sc_query NERR sucess
nltest /sc_reset NERR sucess
nltest /sc_verufy NERR sucess
nltest /dcliist will show SEC_E_SECURITY_QOS_FAILED an
ERROR_NO_BROSWER_SERVERS FOUND
and the trust relationship still not working,what should I do next??
