Troubleshooting missing network connection icons

I'm experiencing the symptoms described in KB825826, where I cannot access
the network connection icons on my W2K3 SBS Premium system. The server takes
an outrageously long time to get to the logon screen -- over 45 minutes --
and once it does, the symptoms indicated in the KB article appear.

I'm trying to follow the troubleshooting steps called out in the article.
I'm at Step 2, "Verify that necessary services are started:", but the Network
Connections service will not start (something to the effect of 'did not
respond in a timely fashion').

Do I just continue on with Step 3 even though Step 2 has failed? The next
few steps are just more verifications, but eventually it says to run some
utilities like sfc and dcomcnfg and I don't want to make this any worse <G>.
Am I going down the wrong road?

Any ideas on how to get the network service to start? While I'm asking,
since the KB article doesn't really say, what causes this and how do I
prevent a recurrance?

Greetings,

Network Connections is dependant on RPC. Make sure this is started and
working properly. Also take a look at your reverse lookup zones, make sure
that it is configured properly.

After your verify (or fix) your reverse lookup zones, go to a command prompt
and type:
ipconfig /registerdns

RPC is running. I'll investigate the reverse lookup zones.
