Troubleshooting guidelines

Hi everybody

I am new to windows 2003 and would like to know if there are specific
guidelines and steps on how to troubleshoot networking.

For example , if I get a call "I can't connect to the server" !!
a. I first check the hardware of the pc that is facing problems
b. use ping , etc
c. check Active directory permissions, ...
d. etc

2. Are there any articles regarding this topic?

3. What are the best tools of network diagnostics for win 2003 ?

looking forward to your replies I really feel I need to have a
structured method of troubleshooting , even without using any diagnostics
tools.
