tranfer windows 2000 server installation to new hardware

Hi all
how can I tranfer existing windows 2000 installation from one hardware
to a newer one?
I know it is not simple like just creating an image of old hard disk.

Is the system state backup enough or there is any additional steps required.

any thoughts

I read this article,
but it talks about moving the hard disk.

I will not move the hard disk, I just want to install windows 2000
server again and restore all server settings (active directory, DHCP,
DNS, routing) in the new installation.

Is there a tool can back up and restore all these settings in new
windows 2000 server installation
