tracert problems - is this my isp ?

I have a few sites that are completely inacessible to me through my isp yet
are for other users. When I tracert I find I get to hop 12 and then it
dies. - One site eg. www.toppocket.net

For these sort of queries you do a who is, in this case on
www.ripe.net and get (the correct "who is" to use may need
a bit of detective work). Start with who is as search
terms on Google.

The important bit is

org-name: ClaraNET (UK)

And next item is their address, so that is who you complain to, it's their crap
servers, or they have set them up wrong.
If really pissed off, next line gives their London landline, not national rate, phone
number.
They will probably blame LINX, they may be right, or it could be just a lame excuse.

You are getting beyond your ISP and onto as34282. However, traceroute timing
out only means that icmp (or UDP traceroute) is being filtered at that
point. I get the same ..

However I can access www.toppocket.net just fine so a trace proves nothing.

Could well be an mtu issue - have you being changing things/has your
router got broken defaults/behavior. Check you are connecting with pppoa
not pppoe.

If all is apparently OK there, as a test try reducing mtu on the LAN PCs
to 1430 and see if that fixes it.

Is the problem still there? I can traceroute to there now (-I = use icmp
on linux which makes it work like dos tracert).

As has been said elsewhere not being able to traceroute to a site is
somewhat normal, but it can be a hint at the problem - ICMP being
blocked means that ICMP frag needed but df set packets may also be dropped.
