Yes. Most people don't know this but each Master Browser
is also one of it's own Backup Browsers.
The terminology is a little confusing, but the "Backup Browsers"
are the ones which actual give out the browse lists to the stations.
So in order to be among that group the Master Browser must also
consider itself as a Backup.
Odd that you are having a problem with the PDC-subnet. (I presume
you mean the PDC-Emulator as there is no PDC in Windows Server
AD.)
That is the most likely subnet to work correctly.
Check that the PDC-Emulator is running NetBIOS (it is or it wouldn't
work at all), that it is a WINS Client (shouldn't matter for a single
subnet though), that it is ONLY running ONE network protocol (e.g.,
IP) unless you are absoluting required to setup additional protocols
AND you do it correctly for each such protocol*, and that you don't
have any other 'fake' Domain Master Browsers such as some Samba
server running as this.
* Browsing it technically separate for EVERY PROTOCOL, so that
there are possibly different Master Browsers for each such protocol,
e.g., IPX or NetBEUI etc.
