The upload speed is usually lower than the download speed - that is
because connecting/browsing was generally a one-way street. The ADSL
used inthe UK generally has an upload speed of 256Kbps, irrespective
of the download speed. You have the slower download speed which
matches your upload speed. Those with 2Mbps download also have
256Kbps upload.
In France I have a system which is 128Kbps upload and 1Mbps download -
so it clearly varies between Countries.
