After 2 months, I got Tiscali to at least admit that they are blocking
certain TCP ports (in the evening/peak times) in contrast to what their own
traffic management policy says. See
http://www.tiscali.co.uk/forums/show...t=157078&pp=40 if you are
interested in the details...

Yes, Port 119 being one of them. I got so fed up at not being able to get
text newsgroups that I registered for an account with Motzarella. Perhaps
Tiscali is unaware of Port 443.
Thanks to this group for the tip that enabled me to do this.

You are wasting your time, these so-called admins have no influence, they
just pretend they have

Have a look at this exchange in Oct 2007
http://www.tiscali.co.uk/forums/showthread.php?t=135892
My contributions are by Usenet User

As far as Usenet goes, things are as bad as ever this week.
In fact today is the only day this week that Usenet traffic has not
been blocked. I say Usenet traffic rather than port 119 because
I don't think this is simple port blocking. News servers that can
use Port 443 with SSL escape their protocol shaping or whatever
it's called, but don't post that to their forum, you'll give them ideas.

Actually, I already got more than I had expected - a pretty clear statement
from Tiscali that they are blocking TCP ports.

They admitted it years ago. That is why most sensible people left. The fun
and games started
with their incompetant technical staff. They introduced network shaping
software but didn't
understand how to use or configure it. That caused the news server port 119
to be blocked,
which also blocked off their own news server! They give priority to email
and selected website
use, restricting things like YouTube and protocols like torrents. At peak
times customers were
faced with a connection that was unusable. Most reported ticalsi to
www.ispa.org.uk and they
have been dealt with a number of times after thousands of UK customer
complaints.
Some posts asking Tiscali not to lie about this were removed and people were
banned from
posting on that forum. The best thing was when they blocked access and
restricted traffic
for 4OD and BBCi, it was in direct competition with their own TV service.

If you don't like the extremely poor service and lack of customer service
provided by
Tiscali all you have to do is leave. There is no point complaining about it
here - just go elsewhere.

Well ... if you WILL use one of the worst ISPs in the business, what do you
expect ?
